These are reports produced by State of Equity, as part of our partnerships to advnce health equity and racial equity in state government.
California Health in All Policies Task Force Archive, 2010-2025
State of Equity created this archive in 2025 to ensure that records of the California Health in All Policies (HiAP) Task Force are retained for public access. While the published and gray literature includes many reports and summary documents, these original documents are important records of the practice of HiAP, and may be useful for HiAP practitioners, researchers, community members, and others seeking information about the historical legacy of HiAP.
From 2010-2020, State of Equity (a program of the Public Health Institute, PHI) was the primary convener of the HiAP Task Force, in partnership with the California Department of Public Health. Many of the documents below were created by PHI and CDPH staff, in collaboration with other state partners.
Founding Documents of the California Health in All Polices Task Force
These early documents were fundamental to the establishment and early direction of the HiAP Task Force.
CA HiAP Working Groups: Reports, Action Plans (aka Implementation Plans), & Action Reports
The HiAP Task Force formed multi-agency working groups on social determinants of health and equity, based on priorities drawn from community input. Action plans served as an organizing tool for these workgroups and included both consensus perspectives on these issues as well as tables with multi-agency collaborative commitments for action.
A joint staff team from State of Equity and California Department of Public Health (CDPH) facilitated a cross-agency consensus process that centered community input and priorities. Strategic Growth Council (SGC) provided administrative accountability and transparency to the public.
HiAP Task Force Reboot (2020–2025)
State of Equity was instrumental in securing funds in the California state budget for a new Health and Equity Program at the SGC, which allowed SGC to hire state-funded, permanent staff positions to lead the HiAP Task Force. In 2020, three full-time staff were appointed to SGC’s new Health and Equity Program, enabling SGC to step more fully into HiAP leadership, with State of Equity continuing in an advisory and consultation role.
